Portefeuillehouderoverleg over Geertruidenberg.
20 oktober
Vandaag de Stuurgroepvergadering dijkverbeteringsproject Geertruidenberg/Amertak met als hoofd agendapunt de nota “dynamische keermiddelen”. De Stuurgroep besloot unaniem het advies te geven aan het DB de keuze uit te stellen tot na de volgende toetsronde. En de uitwerking van de ‘geen spijt maatregelen’ ter hand te nemen, zodat in een latere fase, als meer bekend is over de resultaten van de volgende toetsronde, er een definitief besluit kan worden genomen.
24 oktober
Bestuurlijk overleg met wethouder Harry van de Ven over de waterprojecten in de gemeente Goirle. Op de agenda stonden onder andere: het landschapsbeleidsplan van de gemeente, de EVZ Leyoever, het agrarisch natuurbeheer Rielseheide en de EVZ Oude Leij. Ook kwam aan de orde de Gôolse geheimen, waar waterparels te ontdekken zijn.
25 oktober
Een drietal portefeuillehouderoverleggen ter voorbereiding van de bestuurlijke overleggen met de gemeenten Waalwijk, Dongen en Geertruidenberg. Hierbij kwamen ook de ontwikkelingen rond de jachthaven Hermenzeil aan de orde. Tevens een gesprek over de Brabantse Delta inzendingen (vijf uit ons werkgebied) voor de RIONED innovatieprijs 2017. Voor de water innovatieprijs 2016, uit te reiken op 17 november, komen maar liefst 13 inzendingen uit ons werkgebied. Stuk voor stuk inzendingen om trots op te zijn.
27 oktober
Vandaag de bestuurlijke bijeenkomst, in het stadskantoor van Utrecht, over samenwerken aan water met veel wethouders, waterambtenaren van gemeenten en waterschappen. Het stadskantoor is een open gebouw waar je zonder pasje tot veel etages toegang hebt. Heel wat anders dan de meeste andere overheidsgebouwen die soms een toegangsprocedure kennen alsof je fort Knox betreedt en je alle goud/geheimen zou willen ontvreemden.
Wat mij trof was een gedicht, boven de receptie in de hal, van Guillaume van der Graft:
“Geboren in een wereld die nog kon,
reikhalzend naar, onder dezelfde zon,
ooit ergens een utopia, tenslotte
verdwaald in een legpuzzel van beton.”
Veel burgers en soms ik zelf ook verdwalen in de wirwar van de overheden en hun regels en in hun digitale bouwwerken die wel van beton lijken. Zo star, hard en hartenloos deze kunnen zijn. Wat mij ook opviel was een moeder die haar zoontje van hooguit 3 of 4, midden in de hal (tussen alle voorbij razende mensen) een schaakles gaf. Ik mocht een foto nemen en ze vertelde dat zij hoopte dat hij ooit met zijn opa zou ku
nnen spelen. Zelf speelde zij niet met haar vader dat mooie spel van vooruitdenken want haar spelniveau was, in zijn ogen, te laag. Zelf heb ik in mijn jeugd op een aardig niveau geschaakt en denk zelf mede daaraan mijn ‘afwijking’ tot misschien wel teveel vooruit denken te hebben overgehouden. De resultaten tot nu toe in de ruim veertig werkeenheden werden door Hein van Stokkom toegelicht. Hierbij werd het percentage van de gerealiseerde besparingsdoelstellingen bij gemeenten en waterschappen als maatlat gebruikt. Ik heb met die maatlat wel enige moeite, omdat die niets zegt over de werkelijke besparingen. Een werkeenheid met een kleine besparingsambitie kan prachtig scoren, terwijl het feitelijk een ondermaatse ambitie en resultaat is. Wat er wel uitsprong was de zeer beperkte resultaten van de bereikte besparingen door de drinkwaterbedrijven in Noord-Brabant. De rest van Nederland scoort veel beter. Hier ligt dus een opgave voor Brabant Water! Daarna werden we vergast op een lezing/voordracht van Max Caldas. Een paar van zijn uitspraken wil ik hier herhalen: “winnen of verliezen heeft niets te maken met presteren” en “nog beter worden dat is waar het omgaat”. Ik onderschrijf die woorden van harte. Er waren diverse ‘mooie’verhalen van bestuurders, waarbij ik vaak het gevoel krijg: ‘en nu graag de daden’. Zo werd er opgeroepen vertrouwen te hebben in de decentrale overheden bij de invoering van de omgevingswet en de daaruit voortkomende ruimte voor gemeenten, waterschappen en provincies om hun eigen beleid te voeren. Ik heb dat vertrouwen nog niet. Want de politici en bestuurders die ik spreek, zien vooral de kansen, nu veel regels vervallen/veranderen. Zouden ze beseffen dat ze wel de opdracht krijgen om ervoor te zorgen dat de leefkwaliteit van mensen, dier en planten niet verslechterd, maar zelfs verbeterd. Daar hoor ik ze vrijwel niet over. Maar misschien ben ik te achterdochtig of denk ik ’teveel’ vooruit.

Vandaag een dagje op stap met een groep water ambtenaren uit Mozambique onder begeleiding van een Portugees sprekende beleidsambtenaar van het wetterskip Fryslân. Ik mocht uitleg geven over onze projecten in het kader van Ruimte voor de Rivier. Als uitvalsbasis werd gemaal Keizersveer gebruikt. Na de uitleg over het gemaal en het te bemalen gebied, heb ik uitleg gegeven over onze elementen binnen het project Ruimte voor de Rivier (dijkverbetering bij Raamsdonkveer, de waterberging Volkerak-Zoommeer en de ontpoldering Overdiepse Polder). Tijdens de rondrit heb ik het project Overdiepse Polder nader toegelicht. We brachten ook een bezoek aan de boerderij van de familie Hooijmaaijers, waar Nol Hooijmaaijers op zijn vertrouwde manier tal van vragen van de bezoekers beantwoordde. Daarna begaven we ons op het voor mij vertrouwde terrein (heb een aantal bestuursperioden deel uit mogen maken van het algemeen bestuur van het voormalige waterschap Alm & Biesbosch en van het waterschap Rivierenland) en bezochten het project Noordwaard, waar ik uitleg gaf over wat het project Noordwaard behelsde. Het was een vermoeiende dag. Engels spreken en je verhalen in stukken breken om de bezoekers, die niet het Engels machtig waren, ook bij de les te houden, is voor mij best een opgave. Maar het is altijd dankbaar en leerzaam werk. Want ook van hun ervaringen steek je altijd weer wat op.
