OVER WATER – 67
Op de inspiratiedag innovatie van de Unie van vorige week kreeg ik het boekje “Waterinnovaties in Nederland” uitgereikt met tal van voorbeelden van vernieuwingen in het hoe om te gaan met water, ingedeeld in thema’s als: water en voedsel, waterveiligheid, water en energie, waterkwantiteit, de waterketen, waterkwaliteit, watergorvernance, ecologie, stedelijk water, water en ICT en maritiem. Het boekje is zeker het lezen waard en kan een inspiratiebron zijn bij het komen tot vernieuwingen in het werken met water. De voorbeelden zijn ook te vinden op www.waterwindow.nl

In mijn hoedanigheid als portefeuillehouder cultuurhistorie heb ik een bezoek gebracht aan de Keenesluis, waar Ineke Peters-van de Weijgaert door gedeputeerde Henri Swinkels de gouden duim kreeg uitgereikt voor haar inspanningen de Keenesluis in zijn glorie te herstellen. We werden in een keet in de achtertuin van Ineke vergast op Keenethee en Keenekoek, streekproducten om de aandacht te vestigen op het belang van de restauratie van de Keenesluis. Ineke hield een gloedvolle presentatie en leidde het gezelschap daarna naar de naast haar woning gelegen Keenesluis. Het waterschap Brabantse Delta is eigenaar van de Keenesluis en is bereid een basis restauratie uit te voeren. De Stichting Beleef de Keenesluis wil echter meer en daarvoor is veel geld nodig en is men op zoek naar middelen. 
Helder is dat de basis restauratie ter conservering van de Keenesluis voor het waterschap al een hele opgave is, die buiten de kerntaken van het waterschap valt. Voor het ‘meer’ wordt dan ook gekeken naar andere bronnen, zoals de gemeente (de Keenesluis is een gemeentelijk monument) en de provincie en anderen. Stichting Beleef de Keenesluis is dan ook op zoek naar sponsors en ondersteuners. Kijk eens op hun website en/of like hen op facebook. Tijdens het bezoek heb ik ook kennisgemaakt met Gerhard Mark van der Waal van de stichting Water Heritage, een stichting die zich sterk maakt voor historische waterobjecten, zoals de Keenesluis.

Een portefeuillehoudersoverleg over onder andere de dijkverbetering Geertruidenberg/Amertak ter voorbereiding van het bestuurlijk overleg met de wethouders van de betrokken gemeenten.
23 november
Overdag heb ik bijna 5 uur geluisterd naar het “wetgevingsoverleg water” van 14 november 2016 tussen leden van de 2e Kamer en de minister. Voor onze regio zijn vooral van belang wat gezegd is tussen de tijdspanne 3.18 uur en 3.43 uur. Ik beveel het regionale bestuurders van harte aan dit deel van het overleg te beluisteren. Kort en goed komt het er op neer dat er ten aanzien van het Volkerak-Zoommeer wel procesafspraken kunnen worden gemaakt, maar nog geen uitvoeringsplannen. Het verzilten van het Volkerak-Zoommeer valt bij de acties in het kader van de KRW, volgens de minister, uit de planning omdat de maatregel “niet kosteneffectief is”. Ook spelen mee de hoge kosten en het tekort aan (regionale) financiering. Realisatie voor 2027 wordt daarmee onwaarschijnlijk. Er werden over de Grevelingen, noch over het Volkerak-Zoommeer moties ingediend. De gereserveerde 30 miljoen blijven wel beschikbaar. De aanwezige 2e Kamerleden deelden de conclusie van de minister dat het financiële gat voor beide watersystemen te groot is om nu al tot de planvoorbereiding voor de realisering over te gaan.
In de avond een themabijeenkomst van het AB over klimaatadaptatie met onder andere een presentatie van de aanpak van de Dommel door een medewerker van de Dommel en een toelichting van een medewerkster van de gemeente Tilburg over klimaatadaptatie. Hoofdonderwerpen waren de samenwerking in de waterketen tussen gemeenten en het waterschap, de ruimtelijke adaptatie en de zoetwaterbeschikbaarheid.

Een portefeuillehoudersoverleg ter voorbereiding van het bestuurlijk overleg met de gemeente Drimmelen
In de middag een lezingenmiddag bezocht bij de TU Delft, faculteit Bouwkunde over “Integral and Adaptive Planning of Deltas.” Bij het betreden van het monumentale gebouw valt gelijk de
gastvrije uitstraling op. Het gehele gebouw is vrij toegankelijk. Ik was te vroeg en heb dan ook de gelegenheid te baat genomen het gebouw te verkennen en een college deels bij te wonen. Een verademing als je dit vergelijkt met de gebouwen waar de gemiddelde overheid in gehuisvest is. Soms lijkt het dan of Fort Knox betreed wordt en of je alle goud en overheidsgeheimen wilt stelen. De lezingen gingen niet over de Nederlandse delta, maar over delta’s in Vietnam, Indonesië en Bangladesh/India. 
Op mij maakte de lezing van Leon Hermans de meeste indruk, omdat deze liet zien dat een adaptieve aanpak vooral een ontwikkelingsaanpak zou moeten zijn. De aanpak van delta’s in West-Europa is vooral een conserverende, terwijl kenmerkend voor een delta juist de dynamiek is van zowel de natuur als de menselijke invloed daarop.
