De fusie gemeente Altena, die 1 januari 2019 gevormd gaat worden door samenvoeging van de huidige gemeenten Aalburg, Woudrichem en Werkendam, maakt nu al wat tongen los met het vooruitzicht dat elke tuinbezitter die kiest voor tegels in plaats van planten dat in zijn portemonnee gaat voelen. Deze maatregel past helemaal in het bewustwordingsproces dat nodig is om de steeds vaker wateroverlast gevende hoosbuien middels een optimaal gebruik van grond en riolering te kunnen verwerken. De overheden kunnen het niet oplossen zonder de burger! De burger is echt aan zet en elke burger kan zelf een steentje bij dragen. Of eigenlijk juist minder steentjes! De burger is met zijn bebouwing- en verhardingsdrang immers zelf een belangrijke veroorzaker van het wateroverlast probleem.
In januari 2017 is verschenen “Het nut van stedelijk waterbeheer” met als subtitel “Monitor gemeentelijke watertaken 2016”, een uitgave van de stichting RIONED. Hierin was te lezen dat steeds meer gemeenten hun inwoners gaan verplichten om regenwater op het eigen terrein te houden en niet op de riolering te lozen. Nu doen in Nederland al ruim 30 gemeenten dit. Steeds vaker worden de maatregelen genomen na ernstige wateroverlast door overvloedige regenval die tot grote schades hebben geleid. Sommige gemeenten gebruiken de modelverordening van de VNG en die gaat best ver. Wie niet meewerkt aan het afkoppelen van de regenpijp kan dan te maken krijgen met drie maanden cel of een boete van € 4.050,–. De verplichting tot afkoppelen geldt dan vaak voor aangewezen gebieden. In de praktijk lozen vrijwel alle huis- en perceeleigenaren het overtollige regenwater van hun perceel op de riolering. Dit terwijl zij sinds 2009 in principe zelf verantwoordelijk zijn om het regenwater op eigen terrein te verwerken. Dit blijkt een wettelijke verplichting, waar de meeste huiseigenaren zich niet van bewust zijn. Soms is verwerken/bergen op het perceel niet mogelijk of moeilijk, denk aan binnensteden of geheel bebouwde percelen. Toch zal men er rekening mee moeten gaan houden dat in de toekomst ook zij hun regenwaterprobleem meer zelf op moeten gaan lossen. Zeker als zij aantoonbaar medeveroorzaker zijn van wateroverlast in lager gelegen percelen/straten of wijken. De nu voorgestelde ’tegeltaks’ is een mogelijk alternatief, dat uitwerking verdient. Inclusief ontheffingenbepalingen voor burgers die op hun eigen perceel een adequate ‘waterberging’ realiseren.
Oplossen of betalen voor de extra belasting van het riool, zoals de toekomstige gemeente Altena, nu voorstelt kan wel eens de toekomst worden. De meeste huiseigenaren kunnen zelf maatregelen treffen om de wateroverlast, deels afkomstig van hun perceel, tegen te gaan bijvoorbeeld door het plaatsen van een regenton. Tuincentra en loodgieters varen er wel bij. Zaken als de Praxis en de Gamma zien dan ook in 2016 forse omzetstijgingen van regentonnen, waterreservoirs, enzovoorts. Ook kunnen eigenaren van bebouwingen zelf meer structurele maatregelen nemen, zoals door het lager dan het huis aanleggen van opritten en terrassen, zodat zij kunnen dienen als tijdelijke waterberging bij extreme regenval. Ook de aanleg van groen in de tuin in plaats van verharde oppervlakken of het aanleggen van een grindbed of drainagekuil kunnen een forse bijdrage leveren aan de beperking van wateroverlast.

Een forse besparing mede als gevolg van de vorige week getekende samenwerkingsovereenkomst Westelijke Langstraat tussen de provincie Noord-Brabant, het waterschap Brabantse Delta, de gemeente Waalwijk en Staatsbosbeheer, en de ondertekening van de realisatieovereenkomst aanpassing waterhuishouding Waalwijk tussen de provincie Noord-Brabant en het waterschap Brabantse Delta. Ik ben blij dat ik als portefeuillehouder hierbij, zowel in de vorige bestuursperiode als in deze, een rol heb mogen spelen bij het totstandkomen van deze besparing. Hier past mijn dank aan alle betrokkenen.
