OVER WATER – 152: DE PRIJS VAN CO2 EN HET PAS PROJECT WESTELIJKE LANGSTRAAT
De prijs van CO2
De prijs van de CO2 heffing in het ETS-systeem was deze week veel in het nieuws. De afgelopen jaren ging de discussie over een te lage prijs, die niet effectief genoeg was om CO2 uitstoot te reduceren en daarom in het huidige regeerakkoord verhoogd wordt.
Na een stevige stijging in de afgelopen maand is de vraag wat de effecten van een hoge CO2-prijs zijn? Hierover werd de afgelopen week geschreven in zowel het FD als de NRC. De NRC kop was “uitstoten gaat nu echt geld kosten”. De stijging komt vooral omdat de Europese Commissie het mes gaat zetten in de ‘rechten’ die geveild mogen worden. In het regeerakkoord is een minimumprijs genoemd van € 18 per één ton CO2 uitstoot, het FD noemt een prijs van € 50 “excessief”. In de NRC wordt een noodzakelijke prijs van 40 dollar in 2020 genoemd om in de richting te komen van de 2 graden die afgesproken is in het klimaatakkoord van Parijs en 50 tot 100 dollar in 2050. De kosten van de uitstootrechten worden uiteindelijk doorberekend aan de consument, die hiervan de koopkrachteffecten zal gaan ondervinden. Het gaat iedereen veel geld kosten, tenzij de opbrengsten uit de verkoop van uitstootrechten als dividend uitgekeerd zouden worden aan de burgers of andere belastinginkomsten evenredig zouden dalen. De opbrengsten zouden ook één op één gebruikt kunnen worden om de investeringen aan de eigen woning te doen die noodzakelijk zijn om de uitstoot te beperken.
Er zijn ook andere manieren om het CO2 probleem aan te pakken. Ik schreef daar eerder in Over Water 149 over. Bijvoorbeeld het gebruik van het mineraal olivijn, een magnesium-ijzersilicaat. Olivijn reageert snel met het CO2 in de atmosfeer. De eindproducten van de reactie zijn, afhankelijk van de samenstelling van het olivijn, magnesiumcarbonaat, siliciumoxide (zand) en ijzeroxide. Door op grote schaal olivijn te vermalen en het maalsel uit te strooien, bijvoorbeeld op onze stranden, wordt CO2 uit de lucht gehaald. De opbrengst van de CO2 heffing zou gebruikt kunnen worden om effectief en op grote schaal CO2 uit de lucht te halen door olivijn te vermalen en uit te strooien. We kunnen er onze kustverdediging mee versterken of gronden ophogen en tegelijkertijd de CO2 reductie doelstellingen van Parijs halen. Er is wel een neveneffect. Onze stranden worden dan groen. Dat is even wennen maar we zijn wel toe aan een ‘vergroening’ van onze samenleving. Wilt u als burger al aan de slag met uw eigen CO2 reductie? Olivijn is in Nederland verkrijgbaar bij GreenSand.
Het PAS project Westelijke Langstraat e.o.
Afgelopen week bezocht een informatie bijeenkomst over het Natura 2000 en PAS project Westelijke Langstraat in de Bloemenboerderij “de Langendam” te Waspik.
De natuur in Brabant heeft te lijden onder een teveel aan stikstof. Dit wordt vooral veroorzaakt door de industrie, verkeer en door landbouwactiviteiten. Noord-Brabant wil graag mooie natuur en een sterke, zich zelf ontwikkelende economie. Meer economische ontwikkeling betekent echter ook meer stikstofuitstoot. Dit is niet goed voor de natuur. Natura 2000-gebieden, zoals de Westelijke Langstraat, hebben veel last van teveel stikstof. De provincie Noord-Brabant heeft daarom een PAS project voor Noord-Brabant gestart waar de Westelijke Langstraat een onderdeel van is.
De Westelijke Langstraat is een bijzonder en waardevol landschap tussen Waalwijk en Waspik met veel natuur en cultuurhistorie. Als gevolg van afgraven van het veen ontstond er een landschap met sloten en bewerkbare grond. Dit is het zogeheten ‘Slagenlandschap’ met lange smalle percelen omringd met elzenhagen. Een gebied waar het fijn wonen en werken is.
Verdroging en vervuiling door stikstof tasten de natuur in de Westelijke Langstraat aan. Daarom heeft de provincie Noord-Brabant het initiatief genomen om samen met Waterschap Brabantse Delta, Staatsbosbeheer en de gemeente Waalwijk de komende jaren nieuwe natuur te ontwikkelen en ervoor te zorgen dat de bestaande natuurwaarden behouden blijven. Hiervoor worden onder andere landbouwpercelen omgevormd naar natuur. Cultuurhistorie, recreatie en landbouw krijgen ook ruime aandacht binnen het project. Accenten in dit project zijn kranswierwateren en blauwgraslanden.
In mijn perioden als DB lid was ik portefeuillehouder voor het project Westelijke Langstraat. Ik was dan ook zeer benieuwd hoe het project, nu het steeds meer in de uitvoeringsfase komt, vorm wordt gegeven. De informatie bijeenkomst gehouden in het gebied en op een inspirerende locatie stelde mij niet teleur. De twee inloopbijeenkomsten werden goed bezocht en alle betrokken organisaties waren goed vertegenwoordigd. Het waterschap combineert het PAS project met het ook toekomstbestendig maken van de waterhuishouding door het aanpassen van de waterhuishouding in het omliggende gebied.
Natuurlijk keek ik vooral naar de vertegenwoordiging van het waterschap goed herkenbaar, inclusief roze stropdas, die correspondeerde met de roze pijlen op de projectkaart.
