Commentaar op de brief van G.S. aan P.S. dd. 03.11.2020 (.pdf) over een zoet of zout Grevelingenmeer.
Met verbazing heb ik de brief van Gedeputeerde Staten aan Provinciale Staten van 3 november 2020 gelezen over een zoet of zout Grevelingenmeer. Ter informatie wil ik graag inhoudelijk op enige aspecten ingaan vanuit de kennis van getijbeweging, dichtheidsstromen en mengingsverschijnselen. Die kennis is essentieel om het gedrag van zowel een zout als een zoet Grevelingenmeer te doorgronden. Deze kennis is echter in hoge mate verloren gegaan.
Het is nu de tijd om de problematiek van een zoet of zout Grevelingenmeer op tafel te leggen en met open mind opnieuw af te wegen. Zeeland staat op een kruispunt van wegen. Biologen zijn ontevreden over het beschermde ecosysteem, zoals het zich manifesteert. Men heeft moeite om die natuur te accepteren en staat op het punt forse kostbare ingrepen te doen. Tevens doet de steeds verder afnemende beschikbaarheid aan zoet water zich gevoelen. Zeeland wil daarom komen tot een Zeeuws Deltaplan Zoetwater. In de opzet van dat plan blijkt zoetwaterbeleid volledig ondergeschikt te zijn aan zoutwaterbeleid. Voor gedegen waterbeleid zijn beide niet te scheiden. Wil men zoetwaterbeleid serieus nemen voor de toekomst van de mens in Zeeland, dan zal ook het huidige zoutwaterbeleid onderwerp van debat moeten worden.
Uit de brief van Gedeputeerde Staten spreekt een bijzondere passie voor zoutwater milieus. Alsof er geen reële andere keuze zou kunnen bestaan. Desalniettemin is er een overmaat aan zoutwatermilieus in de wereld. In tegenstelling tot zoetwatermilieus, die zeer schaars zijn en in biodiversiteit niet onderdoen. Zoetwatermilieus zijn van levensbelang voor de mens. Enige relativering van zoutwater milieus, hoe mooi die ook kunnen zijn, is zeer gewenst.
Daarnaast schetst de brief een onjuist beeld van het functioneren van een zoet meer en schrijft het zo als onrealistisch weg. De wens van het passiebeeld lijkt de vader van de gedachte. De brief maakt het ene groot en het andere klein. Gaat het nu allereerst om de passie van mensen of om het levensbelang van de mens. Eerst de mens, anders is er ook geen passie.
Het is met name op de beeldvorming van het zoete meer, waarop ik nader inhoudelijk wil ingaan.
Ik verkeer in de omstandigheid in de jaren zeventig met kennis op bovengenoemd gebied gewerkt te hebben bij de waterloopkundige afdeling van de Deltadienst voor het noordelijk- en zuidelijk deltabekken. Ik heb het fundamenteel en toegepast onderzoek gedaan naar de ontzilting van het Grevelingenmeer en het Zeeuwse meer met ondersteuning van het Waterloopkundig Laboratorium. De huidige Brouwerssluis is qua grootte en plaats gebaseerd op de maatgevende situatie van sluis met dichtheidsscherm in de ontziltingsfase. Ja, een dichtheidsscherm is kostbaar, maar zal slechts een beperkt deel bedragen van de kosten van de nieuwe 10x zo grote sluis in de Brouwersdam. De gewenste nieuwe sluis is voor het gevoelde waterkwaliteitsprobleem onnodig en waarover los daarvan gerede twijfel bestaat of deze invloed kan hebben op het waterkwaliteitsprobleem en hoe. Onlangs kwam ik nog een vijftal ontwerpvarianten van het dichtheidsscherm tegen door de directie Sluizen & Stuwen. Ontegenzeggelijk zullen de ontwerpen in de huidige tijd er heel anders uitzien door eigentijdse mogelijkheden. Sneller en goedkoper uit te voeren dan toen. Er is niets onrealistisch aan. Er is uitgebreid onderzoek naar het dichtheidsscherm gedaan. Het zou goed zijn als de provincie haar stelling over onrealisme in officiële brieven onderbouwt. Kennelijk draagt de provincie geen kennis van het gedegen wetenschappelijk onderzoek, dat gedaan is.
Het water dat via de Haringvlietsluizen “overtollig” wordt afgevoerd is in beginsel beschikbaar voor het Grevelingenmeer. Dat is in het overgrote deel van het jaar het geval. Er hoeft zo geen wijziging in de verdeelsleutel te worden aangebracht.
Het is goed voor ogen te houden, dat er veel minder menging tussen zout en zoet plaats vindt bij de ontzilting en nog minder na ontzilting dan bij het zoute meer. Het dichtheidsverschil is immers een orde groter. Een zoet meer is qua interne waterbeweging veel stabieler dan het zoute meer. Het is in hoge mate een tweelagenstroming door de sterke stratificatie tussen zoute onderlaag en de zoete bovenlaag. Het dichtheidsscherm zorgt voor een selectieve onttrekking van de onderlaag. In het begin van de ontzilting zal bij de instroom via de hoog gelegen sluis in de Grevelingendam (nog aan te leggen) een mate van menging optreden tot een zekere diepte van de zoete bovenlaag is bereikt. Er zal zich zo een overgangslaag in zoutgehalte vormen van beperkte hoogte tussen de zoute onderlaag en de zoete bovenlaag. Deze wordt tegen het einde van de ontzilting mede afgezogen.
Wel zal zich bij het zoete meer ook thermische stratificatie, net als bij het zoute meer, optreden. Echter deze zwakke stratificatie in de zomermaanden komt lang niet zo hoog zoals in het zoute meer aan de orde is. (In het zoute meer hebben de zwakke dichtheidsverschillen in zoutgehalte en temperatuur invloed op elkaar.) Ook hierin kan het dichtheidsscherm een positieve rol spelen als dat gewenst wordt en aanvoer van zoetwater beschikbaar is.
Het gaat ook niet om continu “spoelen”, zoals de brief vermeldt. Bij het zoete meer gaat het om een bufferfunctie. Het is van groot belang dat zoet water in een overvloedige situatie, alvorens het de Noordzee bereikt, zo goed en zo lang mogelijk geborgen en gebruikt wordt. De zoete buffer zorgt er voor dat de nog steeds toenemende verzilting van het grondwater van de aanliggende eilanden eerst tot staan wordt gebracht en vervolgens langzaam doch blijvend ontzilt. Het zorgt voor optimale weerstand tegen de toenemende verziltingsdruk van de zee. Op de zeer lange duur zal een acceptatie van een zoutere onderlaag aan de orde zijn. Het Grevelingenmeer blijft dan als buffer fungeren tegen verzilting van de Brabantse delta en weerstand tegen verzilting van het grondwater van de eilanden maximaal houden. De verziltingsdruk vanuit het Grevelingen naar het Volkerak-Zoommeer is weggenomen.
Zowel het waterschap als de landbouwsector zijn zeer gebaat bij het zoete meer. Het waterschap kan op het eiland een flexibel (zoet)waterbeheer voeren. Het grondwater in de bovenlagen kan versneld ontzilt worden. Dat geeft een langdurig blijvend effect. De landbouwsector kan optimaal flexibel over zoet water uit het meer beschikken. Natuurlijk zijn daar ook grenzen aan. Als in droge perioden het laagste toelaatbare peil wordt bereikt kan nog verder zoet water onttrokken worden door via de Brouwerssluis en het dichtheidsscherm water uit de voordelta in te laten, waardoor de zoute onderlaag tijdelijk toeneemt. Als er weer hogere afvoeren zijn wordt het meer aangevuld en de zoute onderlaag weer selectief afgevoerd.
De provincie hoeft niet te vrezen, dat bij de inlaatpunten op het Grevelingenmeer het zoutgehalte niet aan de norm kan voldoen. De zoutbelasting vanuit het Grevelingenmeer naar de Krammer is immers vervallen. Als de doorvoer op het traject Volkerak-Krammer al een lichte zoutbelasting op zou doen, dan geldt dat alleen in de beginfase van de doorvoer. Voor het meer verwaarloosbaar.
N.B. Als het zoutgehalte van de wateren op de eilanden hoger is dan het water in de Grevelingenmeer, ook al zou het niet aan de norm voldoen, dan kan het heel goed als doorspoeling van watergangen gebruikt worden.
Elke verlaging van het zoutgehalte op het Grevelingenmeer is welkom en helpt mee aan het verlagen van het zoutgehalte van het grondwater op de eilanden.
Het meer kan een rol spelen bij hele hoge afvoeren. Het doet de spreiding van de afvoer in de delta vergroten. Belangrijk i.v.m. zeespiegelstijging. En het kan voorzien in extra berging als daar de maatregelen voor genomen worden.
Hoewel het mijn discipline niet is, verbaast het, dat het voorkomen van de zuurstofloze onderlaag van het zoute meer niet als integraal onderdeel van het ecosysteem wordt beschouwd met eigen leven en functie voor het geheel, waaronder denitrificatie. Een ecosysteem is niet alleen maar aaibaar. Het is onnatuurlijk om dit afzonderlijk als een waterkwaliteitsprobleem op te vatten. Ook bij een zoet meer zal het voorkomen van een zeer beperkte zoute onderlaag integraal deel uitmaken van het ecosysteem met eigen functies voor het geheel.

P.S. De provincie dacht op basis van ervaringen met het Volkerak-Zoommeer eenzelfde soort beeld voor het Grevelingenmeer te kunnen schetsen. Het zijn echter onvergelijkbare situaties. Beide wateren verschillen wezenlijk in geometrie, functie en waterhuishouding. Het Volkerak-Zoommeer is grotendeels een kanaal en ondiep met intensieve beroepsvaart, die voor veel menging zorgt. In tegenstelling tot het Grevelingenmeer. Ja, het Volkerak-Zoommeer kent een mate van doorspoeling, zoals dat gebruikelijk is bij sloten en kanalen. Bij een echt meer is dat anders. Bij het Grevelingenmeer staat de bufferfunctie centraal. Er is helaas te weinig over nagedacht.
