Waterkwaliteit Volkerak-Zoommeer

Geachte heer/mevrouw,
Ondergetekende wenst middels dit schrijven een inspraakreactie geven op de aanvullende Startnotitie Waterkwaliteit Volkerak-Zoommeer in het kader van de procedure voor de milieueffectrapportage. Ter illustratie zal ik soms verwijzen naar documenten ter informatie, omdat deze ook mede onderleggers c.q. bouwstenen kunnen/dienen te zijn van de aanvullende Startnotitie Waterkwaliteit Volkerak-Zoommeer.
Zoet/Zout
De startnotitie gaat uit van verzilting van het Volkerak-Zoommeer als enige mogelijke oplossingsrichting voor de blauwalgenproblematiek. Als zoet alternatief is uitsluitend gekeken naar de doorspoelvariant zonder een optimaal gebruik van alle mogelijke aanvullende maatregelen. Dit is een gemiste kans. Ondergetekende moet constateren dat deze startnotitie deels is gebaseerd op onvolledig onderzoek naar de mogelijkheden van zoete varianten.
De tot op heden onderzochte varianten geven aan, althans volgens de onderzoekers, dat binnen het ‘zoete water’ er geen afdoende oplossingen te vinden zouden zijn.
Blauwalgen, waar overleven zij? In de diepte! In een eerdere systeembeschrijving komt men tot de conclusie dat de bodem van het meer ernstig verontreinigd is en gesaneerd moet worden. Combineer dit feit met de doelstelling het meer zodanig in te richten dat de winteroverlevingskans van de blauwalgen daalt. Vul de diepten (meer dan 6 meter) buiten de vaargeul op, zodat in de winter de algen niet kunnen overleven in diepten die niet doorspoelen en in de winter te weinig afkoelen. Egaliseer diepten in de vaargeul, zodat overal de doorstroming geoptimaliseerd wordt. Verdiep ondiepten tot circa 6 meter, zodat opwarming minder snel plaatsvindt en daardoor de bloei in de zomer wordt geremd.
Waarom is de problematiek zo beperkt bekeken, terwijl met het vorenstaande (de diepten) zo veel andere mogelijkheden binnen het bereik liggen? Waarom wordt uitgegaan van de huidige diepte- en breedteprofielen? Waarom heeft men de behoefte aan nieuwe terreinen, voor bijvoorbeeld de industrie, niet gecombineerd met de aanpak van de diepteprofielen door bijvoorbeeld 1.000 ha. op te spuiten voor industrievestiging nabij industrieterrein Dintelmond?
Dan hoeft het industrieterrein Moerdijk niet uitgebreid te worden en kunnen de werkzaamheden betaald worden door de uitgifte van nieuwe gronden. Waar is de Hollandse mentaliteit gebleven van landaanwinning als oplossing van veel van onze problemen?
Met verdere aanvullende maatregelen, zoals:
– Weg met de Hooglanders. Meer ganzen zullen komen met als nevengevolg minder ganzenvraat buiten het gebied.
– Meer helofyten met als gevolg meer snoeken die de plantenetende vissen uitdunnen.
– Doorspoeling met voedselarmer water (Hollandsch Diep) als het beschikbaar is.
– Vermindering overlevingskans van blauwalgen door meer doorspoelbare diepten.
is veel te bereiken.
Verzilting is voor de landbouw een bedreiging, maar ook voor veel bouwwerken. Zoute lucht, zoute kwel en zout water zijn zeer corroderend. Van Tielrooij’s WB 21 geeft het belang van zoet water in dit gebied nadrukkelijk aan. Zij hebben het waterbeleid voor de 21ste eeuw integraal bekeken.
Jammer dat voorbij is gegaan aan de door mij reeds eerder geschetste oer Hollandse oplossingen. Landaanwinning en baggeren, profijtelijk en werkzaam!
Zoetwatervoorziening algemeen
Ik wil wijzen op de gevolgen van verzouten voor de zoetwatervoorziening.
Water Beheer 21ste eeuw (Commissie Tielrooij) gaat niet alleen over een te veel aan water, maar behandelt nadrukkelijk ook de beschikbaarheid in relatie met de behoefte aan zoet water. Door de ontwikkelingen in klimaat, bodemdaling en zeespiegelstijging, alsmede veranderingen in het beheer en gebruik van de bodem, veranderen de beschikbaarheid en de behoefte aan zoet water. WB21 zegt hier op een aantal plaatsen iets over. Het meest markant en helder op pagina 72 van het basisrapport: “Specifiek voor Laag Nederland speelt het probleem van de verzilting. Door de zeespiegelstijging en de bodemdaling neemt de verzilting toe in de lage polders langs de kust in Zuidwest Nederland, achter de Hollandse duinenrij.
Dit zal consequenties hebben voor het grondgebruik, met name voor landbouw en natuur.
Door toenemende verzilting en drogere zomers zal de vraag naar zoet water voor doorspoeling en beregening in West Nederland toenemen.
De aanvoer van zoet water zal echter juist afnemen. In Zuidwest Nederland zal de beschikbaarheid van zoet water in toenemende mate een knelpunt worden voor de daar aanwezige glastuinbouw, vollegronds-tuinbouw, bollenteelt en ook de akkerbouw.
De commissie wil daarom aandringen op het aanleggen van zoetwatervoorraden binnen de regio’s. Ook de verdeling van rivierwater over diverse watervragers verdient een kritische afweging”, einde citaat WB21.
Er dreigt dus een zoetwater tekort voor grote delen van het beneden rivierengebied in de toekomst. De huidige watertoevoer van het Lek-Waal-Maas-systeem gaat, ingeval van normale en geringe toevoer, vrijwel uitsluitend via de Nieuwe Waterweg naar de Noordzee. Onvoldoende wordt er beseft, dat de rivierafvoeren in de zomer af zullen nemen ten opzichte van wat we gewend zijn. De zomers in West Europa worden droger en de verwachting van klimatologen is dat dit proces van klimaatverandering doorgaat.
Niet alleen de Maasafvoer vermindert in de zomer, ook het karakter van de Rijn verandert. Door het proces van terugtrekkende gletschers (reeds ca. 100 jaren aan de gang, maar de afgelopen decennia versnellend) wordt de Rijn steeds meer regen- en steeds minder smeltrivier en daardoor minder afvoer in de zomer.
Het proces van minder afvoer wordt in toenemende mate versterkt door een ander gebruik van het rivierwater. Niet alleen in Nederland zal steeds meer grondwatergebruik voor drinkwater en industrie omgezet worden in water, gewonnen uit de rivier en andere oppervlaktewateren.
Ook bovenstrooms gaat dit proces door. Ook de landbouw zal door de drogere zomers meer water uit de rivieren betrekken. Kortom, het is zeer de vraag hoeveel water minimaal onze grenzen zal bereiken. Met name de waterverdeling van de Rijn, IJssel, Lek en Waal kan, vanwege de eisen van de scheepvaart, de hoeveelheid water voor het doorspoelen van onze wateren wel eens (ver) onder het vereiste minimum drukken.
Tot zover de schets van het waterbeslag, die duidelijk maakt dat het zomers knijpen wordt om, zonder hydrologische ingrepen, de huidige watervoorziening voor scheepvaart, industrie, landbouw en drinkwater zeker te stellen. Voldoende zoet water op ieder moment is geen vanzelfsprekende zaak.
Met dit toekomstbeeld gaat desondanks het Haringvliet op een kier, met als gevolg meer zoet water wat anders dan via de Nieuwe Waterweg naar zee gaat. Als dan ook de sluizen opengaan richting Krammer/Volkerak/Zoommeer met nog meer zoetwaterverlies, denk ik dat het in de toekomst des zomers wel eens goed spaak zou kunnen lopen met grote zoetwater-tekorten en problemen voor de scheepvaart.
Wie en wat wordt dan het slachtoffer? Welke maatregelen zullen dan weggegooid geld blijken?
Beter zou het zijn om het rapport WB21 serieus te nemen.
“Het gevolg is dat de inname van water voor de drinkwatervoorziening vaker en langduriger moet worden gestaakt. Het zelfde verschijnsel doet zich voor op de Brabantse rivieren. Hier kan het probleem echter wel opgelost worden door de aanvoer van een beperkte, extra hoeveelheid zoet water” (pagina 9).
Nergens in de startnotitie wordt vermeld waar dit zoete water, in tijden van droogte dan wel vandaan komt. Is/wordt dit vastgesteld in de Landelijke Commissie Waterverdeling (droogteoverleg)? Hier moet in de milieueffectrapportage helderheid over verschaft worden!
“De inzet van regionaal beschikbaar zoet water en mogelijkheden van ontzilting van ter plaatse beschikbaar oppervlaktewater worden ook voor West-Brabant onderzocht.” (pagina 11). Onderzoeken: prima, maar dan ook hoe de kosten daarvan tot in lengte van dagen van de Rijksoverheid worden zeker gesteld.
Bestaande infrastructuur/verzilting
De start notitie spreekt over “De eerste stap is er op gericht de blauwalgenproblematiek aan te pakken met maatregelen die zoveel mogelijk gebruik maken van bestaande infrastructuur.
Deze maatregelen moeten ertoe leiden dat er uiterlijk 2015 geen sprake meer is van overlast door blauwalgen in het Volkerak-Zoommeer” (pagina 5).
Men denkt dus dat een aanpak met behulp van de bestaande infrastructuur kan leiden tot de oplossing van de algenproblematiek. Het gebruik van uitsluitend de bestaande infrastructuur heeft een aantal nadelen.
De belangrijkste is verzilting van het Haringvliet/Hollandsch Diep door zoute schutverliezen.
In de droge periode van november 2005 heeft een zogenaamde achterwaartse verzilting (via Nieuwe Waterweg, de Oude Maas, het Spui en de Dordtsche Kil) plaatsgevonden van het Haringvliet en het Hollandsch Diep. Hierdoor kon het drinkwaterbedrijf Evides ruim twee maanden geen water innemen.
Deze verzilting was relatief uitzonderlijk. Maar met een stijgende zeespiegel en mogelijk langere perioden van lage rivierafvoeren zou dit vaker op kunnen gaan treden.
Nu viel deze achterwaartse verzilting ver buiten het groeiseizoen. Wanneer dit echter gebeurt in de zomer, kan dit ernstige gevolgen hebben voor onze waterinlaatmogelijkheden.
Het nieuwe beheer van de Haringvlietsluizen (kierbesluit) doet ook in droge perioden een extra beroep op de beschikbaarheid van zoet water. Zoute schutverliezen zouden de verziltingsrisico’s van het Haringvliet/Hollandsch Diep aanzienlijk verhogen.
Bij het onderzoek naar de te treffen maatregelen vanwege de “zoutindringing vanuit het Volkerak-Zoommeer naar omliggende wateren” dient dan ook met een eventuele samenloop met een achterwaartse verzilting rekening gehouden te worden en dienen aanpassingen om de zoute schutverliezen te beperken ook vóór 2015 mogelijk te zijn.
Ook het schutten bij Dintelsas en Benedensas kunnen tot zoutindringing leiden en ook daar zijn aanvullende maatregelen nodig. Hier dient de milieueffectrapportage helderheid over te verschaffen. Tevens zal de Binnenschelde bij verzilting van het Volkerak-Zoommeer verzilten omdat het peilbeheer vormgegeven wordt door water in te laten vanuit het Zoommeer. Onderzocht dient te worden welke gevolgen dit heeft voor alle waterkwalitietsaspecten van de Binnenschelde en op de funderingen van de bebouwing in de omgeving van de Binnenschelde, zoals op de Bergse Plaat.
Een tweede risico is dat na het oplossen van de problemen met de bestaande infrastructuur de landelijke besluitnemers geen prioriteit meer zullen toe kenen aan de noodzakelijke mitigerende maatregelen om de andere problemen die verzilting veroorzaken op te lossen.
Duurzaam functionerend ecosysteem
“De oplossing voor de blauwalgenproblematiek moet passen binnen de oplossing voor de langere termijn (2040). Dit is de tweede stap die leidt tot een definitieve oplossing voor de waterkwaliteit van het Volkerak-Zoommeer, waarbij sprake zal kunnen zijn van een duurzaam functionerend ecosysteem.”
In de startnotitie is geen nadere definitie, uitwerking of omschrijving te vinden van de dan nog op te lossen waterkwaliteitsproblemen, noch van wat in dit verband moet worden verstaan onder “een duurzaam functionerend ecosysteem”. In de milieueffectrapportage dient daar helderheid over te komen.
Getijdendynamiek/Waterberging op het Volkerak-Zoommeer (RvR)
“Om te voorkomen dat zich andere plaagalgen vestigen in het Volkerak- Zoommeer, wordt voorgesteld om meer getijdendynamiek op het meer toe te laten.” (pagina 10).
Het vorenstaande gecombineerd met het voorstel in het kader van Ruimte voor de Rivier om maximaal 2 meter waterkolom in noodgevallen te bergen op het Volkerak-Zoommeer is strijdig met het Interim Peilbesluit 1996. De effecten van deze maatregelen op de waterafvoer van West-Brabant, alsmede op de kwaliteit van de waterkeringen dienen in dit kader nader onderzocht te worden.
In de rapportage wateratelier Brabantse Delta “van DEFENSIE tot RETENTIE” is geschetst hoe men denkt om te gaan met de circa 30.000.000 kubieke meter waterafvoer van de West-Brabantse rivieren die geborgen zou moeten worden in West-Brabant. Dit stuk, geschreven in opdracht van de Stichting Cultuur Historie West-Brabant met als partners het waterschap Brabantse Delta en de provincie Noord-Brabant, geeft daarvoor een aantal oplossingen. In een brief van het waterschap Brabantse Delta aan de leden van het algemeen bestuur van het waterschap schrijft dijkgraaf J.A.M. Vos: “Waterschap Brabantse Delta ondersteunt de uitkomsten van de atelierbijeenkomsten”. De geschetste ‘oplossingen’ zijn dus serieus te nemen. Die ‘oplossingen’ betreffen onder andere het bergen van het water in de oude kreekstructuren en de Vliet rond Steenbergen en de oude ‘waterlinies’.
Polders van de Linie van de Eendracht, die dan onderwater gezet kunnen worden, zijn volgens de rapportage: de Noordheemscheppolder, de Oude Vlietpolder, de Westgraaf Hendrikpolder, de Oude Heipolder, de Rubeerepolder, de Mattenburgspolder, de Schuddebeurspolder, de Eendrachtspolder en de Auvergnepolder. In deze laatste heeft de gemeente Bergen op Zoom industrieterreinen gepland. Verder zijn inundaties voorzien langs de gehele loop van het Mark/Dintel systeem met aanliggende polders, globaal samenvallend met de Zuiderfrontierlinie (1747/1860). Ook de Stelling van den Hout/Munnikkenhof kan dan volgens de rapportage geïnundeerd worden. Dit geheel zal een geweldige aanslag zijn op de economische dynamiek van West-Brabant en een enorme schade veroorzaken. De milieueffectrapportage dient inzicht te verschaffen in de effecten van dergelijke inundaties en de financiële, ecologische en sociale gevolgen en hoe deze te beperken c.q te beperken zouden zijn
Watervoorzienig landbouw
Voor doelmatig en effectief peilbeheer, beregening en voor ecologische functies is het van het grootste belang dat de zoetwatervoorziening van West-Brabant, Sint Philipsland en de Zeeuwse eilanden gegarandeerd blijft. Nu wordt op veel plaatsen, o.a. middels inlaatduikers, zoet water vanuit het Volkerak-Zoommeer ingelaten. Er dient dus een alternatief geboden te worden wat in kwantiteit en kwaliteit minimaal gelijkwaardig is tegen de huidige (verwaarloosbare) kosten. Eventuele alternatieven, zoals via ontzilting, dienen dus op Rijkskosten tot stand te komen en tot in lengte van jaren op Rijkskosten geëxploiteerd. Ook hier in dient de milieueffectrapportage te voorzien.
