(NATTE/ZOUTE) DROOM OF NACHTMERRIE
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten. Op pagina 32 van dat stuk is een kostenoverzicht te vinden met onder andere de stand van zaken van de dekking van de in het kader van de verzilting en het terugbrengen van het beperkt getij te maken kosten. Alles opgeteld komt dat voor de Vokerak-Zoommeer plannen op 280 miljoen euro. Wat echter het meest op valt is de dekking. Waar zou het geld vandaan moeten komen? Gedekt is maar één onderdeel van de voorgenomen plannen. Het herstel van De Roode Vaart door Zevenbergen. De gemeente Moerdijk, de provincies Noord-Brabant en Zeeland, het waterschap Brabantse Delta en het Rijk hebben de benodigde 23 miljoen euro toegezegd. Uit toekomstige programmering/agendering moet ruim 66 miljoen euro komen. Voor totaal ruim 85 miljoen euro aan plannen moet nog bekeken worden of ze wel echt gewenst c.q. noodzakelijk zijn en hoe en door wie ze betaald zouden moeten. Ruim 105 miljoen zou uit gebiedsontwikkeling moeten komen. Uit het volgende citaat (pagina 61) maak ik op dat het Rijk vast van plan is, als het op geld aan komt, niet thuis te geven: “Gezien de relatief hoge kosten om de waterkwaliteitsproblemen op de Grevelingen op te lossen en de momenteel verminderde urgentie om de waterkwaliteitsproblemen van het Volkerak-Zoommeer aan te pakken, ligt investeren in het geschetste ontwikkelperspectief om de waterkwaliteit van beide wateren structureel te verbeteren op dit moment voor het Rijk niet voor de hand. Regionale partijen hebben die ambitie echter wel en zien daarvoor ook, in samenwerking met het Rijk en marktpartijen, de financiële mogelijkheden.”.
De ‘slimmeriken’ uit onze regio (bestuurlijke vertegenwoordigers van de zeven gemeenten rond de Grevelingen en het Volkerak-Zoommeer) hebben via het visie document “Verbonden Toekomst” uit november 2013 hun ambities voor het gebied getoond. Het antwoord van het Rijk is helder: het zijn jullie ambities, dus ze zijn voor jullie kosten.
Voor de BSD-fractie is het nu zaak de gemeentelijke benen op de grond te houden en/of te krijgen. Dromen over gebiedsontwikkelingen moet kunnen, maar ze moeten wel getuigen van enig financieel realisme. Denken dat er ruim honderd miljoen euro verdiend kan worden met de ontwikkeling van vakantiewoningen en jachthavens in onze regio lijkt de BSD-fractie dromerij en eerdere dromerijen van raadsmeerderheden hebben ons de nachtmerrie van de Bergse Haven bezorgd. Kijkend naar de elementen voor Bergen op Zoom van de gebiedsontwikkelingsvisie Verbonden Toekomst slaat de schrik de BSD-fractie om het hart. Een jachthaven in de Binnenschelde? Vakantiewoningen op de strook land tussen de Plaatvliet en de Binnenschelde? Drijvende woningen op/aan/nabij de Prinsesseplaat? Vakantiewoningen in de Auvergnepolder? Dit zijn de plannen gepresenteerd op kaartbeelden in Verbonden Toekomst en in de ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer. Denkt het college en/of een raadsmeerderheid nu echt dat daar tientallen miljoenen te verdienen zijn om het Volkerak-Zoommeer te verzilten en het getij daar terug te brengen? Buiten de financiën is het goed te bedenken, voor je voor veel geld plannen gaat maken, of deze ontwikkelingen wel passend zijn voor de bestaande natuurkwaliteiten zoals bijvoorbeeld die rond de Prinsesseplaat. De BSD-fractie voorziet veel risico’s en stagnatie. Want als je blijft dromen over zout, mist je vermoedelijk de echt zoete kansen van zoet.
