In het kader van 10 jaar ‘het water terug in de binnenstad van Breda’ en het voornemen van de gemeente Breda om de Mark door te trekken van Zuid naar Noord, was het tijd voor een feestje. De Mark gaat straks het Seeligterrein doorkruisen. Er was op deze regenachtige zaterdag een feestelijke actie om met 300 enthousiaste inwoners van Breda een menselijke ketting te maken en samen het water van de Mark van Zuid naar Noord te dragen. Het waterschap was ook uitgenodigd. Ik heb als waterschapsbestuurder deelgenomen aan deze ‘ketting’. Dat ging niet zomaar. Ik had al moeite om het parkeerterrein, de verzamelplaats, op te komen. Benodigd een parkeerapp! Ik ben niet zo van de apps. Ik weet als rechtgeaarde luddiet en digibeet niet hoe daarmee om te gaan. Ik wou al terugrijden naar Bergen op Zoom, maar in mijn achteruitkijkspiegel constateerde ik dat ik reeds een inrijfile aan het veroorzaken was en in mijn hoofd was ik Paul de Beer (wethouder) al een stevige brief aan het schrijven. 
Ik werd gered door Lisette Spee van het organiserende bureau. Ze voerde mijn kenteken in op haar app. Dat gaf mij weer een slecht gevoel, want een jongere (veelal slecht betaald) mijn parkeerkosten laten betalen, past niet in mijn denken. Maar dat kon ik gelukkig met Lisette regelen. Lisette bleef beschikbaar, want ik had haar hulp ook nodig bij het wegrijden. Lisette en het organiserende bureau verdienen een pluim. Omgaan met een bijna opstandige luddiet is niet altijd makkelijk. 300 emmertjes water halen was een ludieke actie waarbij veel gewone burgers betrokken werden bij een mooi waterproject. Mijn complimenten!

Eerst een PHO ter voorbereiding van het bestuurlijk overleg met de gemeente Waalwijk. Daarna het bestuurlijk overleg met wethouder Jan van Groos van de gemeente Waalwijk met als agendapunten onder andere: de samenwerking, de voorgang van projecten (Westelijke Langstraat, Bevrijdingsweg, waterhuishouding Waalwijk, Insteekhaven en Haven VIII), de afvalwaterketen, beheer en onderhoud, de Kerkvaartse haven, de regionale keringen en de cases bouwen op/in een waterstaatswerk zonder vergunning van het waterschap.

Een CWK informatiebijeenkomst over de omzetting Waterwet naar de Omgevingswetgeving naar aanleiding van de nieuwe normering voor primaire waterkeringen. Per 1 januari 2017 is de nieuwe normering ingegaan en nu praten we al weer over de invoering van een nieuwe normering c.q. omvorming van de normering, die vorm moet krijgen in de Omgevingswet of omgevingsregeling. Dat zou wel beleidsneutraal moeten gebeuren. De ‘norm’ wordt dan ‘omgevingswaarde’. De huidige ‘signaleringswaarde’ wordt dan mogelijk ‘monitoringswaarde’. Ook werd genoemd ‘dreigende overschrijding’ als vorm van norm waarop actie moet worden ondernomen. De vraag is wanneer is er een opgave/plicht tot verbetering? Is het toetsen, beoordelen of monitoren? Volgt er bij het niet meer voldoen aan de norm of monitoringswaarde een opgave als inspanningsverplichting of resultaatverplichting en is dat dan een politiek/bestuurlijke afweging? En hoe moet dan het Wilnis arrest in dit kader uitgelegd worden? Is 2050 een streefdatum en welke invloed hebben de beschikbare budgetten of de prioritering op een eventuele aansprakelijkheid voor schaden? Wat is in dit kader de betekenis van artikel 21 van de Grondwet “De zorg van de overheid is gericht op de bewoonbaarheid van het land en de bescherming en verbetering van het leefmilieu” Veel vragen, nog weinig antwoorden. Het wordt uitgewerkt! Er loopt nu weer een toetsingsronde. De verwachting van veel collega waterschappen is dat veel dijken in het land afgekeurd worden met alle gevolgen voor de prioritering, want het budget van het hoogwaterbeschermingsprogramma (HWBP) tot 2050 wordt vermoedelijk niet groter. Wat kan dat betekenen voor onze huidige reeds aangemelde dijkverbeteringopgaven/projecten?

PHO’s over Westelijke Langstraat en de Overdiepsepolder en bestuurlijk overleg met de gemeente Moerdijk, de provincies Noord-Brabant en Zeeland te Zevenbergen.
In de avond maakte ik deel uit van de jury bij de hoos & hitte contest van het vitaal leisure landschap. De bijeenkomst vond plaats op Experience Island te Loon op Zand. Het was een niet te vergeten experience! Het was warm, het hoosde, het bliksemde en donderde dat het een lieve lust was. Zelfs Helga van Leur, mijn favoriete weervrouw en klimaatdeskundige, zei deze avond nooit meer te vergeten. De winnaar werd de ‘Wonderlijke Watertuin’ van Op Groene Voet uit Tilburg. De publieksprijs ging naar ‘Water Experience Tour’ van Green-spots.
