Ik heb op Bouvigne de open monumentendag bezocht. Het viel mij op dat het veel drukker was dan vorig jaar. De belangstelling voor het kasteeltje was groot en bezoekers moesten enige tijd wachten.
11 september
In de morgen het bestuurlijk overleg met de gemeenten Baarle-Nassau en Baarle-Hertog in het gemeentehuis van Baarle Hertog. Feitelijk een vergadering op vreemde (Belgische) bodem. Het gemeentehuis is circa zes jaar in gebruik en sober en doelmatig ingericht. Buiten wat beelden in de hal, is er aan de muren in de vergaderruimten niets te vinden. Alles strak en modern. In de raadszaal zelfs geen portret van de Koning. Burgemeester Leo van Tilburg vertelde dat in de tijd dat dit gemeentehuis open was ze nog niet hadden bepaald of ze dat wel wilden. Het overleg met de burgemeester van Baarle-Hertog, Leo van Tilburg en wethouder Jan van Cranenbroek van Baarle-Nassau verliep in een gemoedelijke sfeer. De agendapunten waren o.a.: de versnelling EVZ’s Landstad de Baronie, het samenwerken in de afvalwaterketen, gezamenlijke maaibestekken, het deltaprogramma Hoge Zandgronden, het gebiedsproces ’t Merkske, klimaatadaptatie en de grensoverschrijdende samenwerking met Vlaanderen. Wat mij vooral zal bij blijven is de regelgeving rond afkoppelen en aansluiten van rioleringen in de Belgische gemeenten. Daar kan Nederland wat van leren. Ik heb dan ook verzocht om die regelgeving ons te doen toekomen. Maar er is meer wat wij van België kunnen leren. Bij het raadplegen van wat makelaarswebsites in Ieper kwam ik bij woning aanbiedingen met regelmaat onder het kopje Stedenbouwkundige voorschriften de volgende tekst tegen: “Overstromingsgevoeligheid van uw vastgoed : Onroerend goed geheel of gedeeltelijk gelegen in mogelijk overstromingsgevoeligsgebied”.
In de middag een PHO over de ervaren grondwateroverlast rond de Winterdijk te Waalwijk.
12 september
In de morgen een werkbezoek met de nieuwe dijkgraaf. Gestart bij het steunpunt van Rayon Oost nabij Raamsdonksveer, waarna de Overdiepse Polder is bezocht en het gebied van de Westelijke Langstraat.
In de middag de bijeenkomst bezocht over de strategische communicatie van de waterschappen in het kantoor van waterschap de Dommel in Boxtel. Deelgenomen aan de deelsessies: HoHoHoosbui en de waterwerkplaats. Vooral de sessie HoHoHoosbui vond ik buitengewoon leerzaam en bevatte tal van voorbeelden hoe burgers zelf aan de slag kunnen om aan de oplossing van het gezamenlijke probleem een bijdrage te kunnen leveren.
13 september
In de morgen een PHO over een initiatief tot realisering van een oeverzwaluwwand bij Geertruidenberg. Aan de oostelijke oever van de Amertak.
In de avond AB vergadering met als agendapunten o.a.: de benoeming van Hans Peter Verroen tot DB-lid, sturen op hoofdlijnen, het plan van aanpak 2e toetsing regionale keringen, het projectplan waterretentie Poort Staakberg en een aantal brieven inzake de dijkversterking Geertruidenberg/Amertak. Bij deze brieven ben ik stevig aan de tand gevoeld.
14 september
Vertrek naar Ameland waar in de avond een presentatie over de doorontwikkeling van het HoogWater BeschermingsProgramma op de agenda stond. De presentatie over de doorontwikkeling van het HWBP in de Commissie Waterkeringen bevatte o.a. de benadering dat sober en doelmatig zou doorontwikkelen naar duurzaam en doelmatig, naar in één keer goed doen. Kortom het DB besluit over het voorkeursalternatief Slikpolder is geheel passend in deze in de unie Commissie Waterkeringen besproken ontwikkelingslijn van het HWBP.
15 september
De CWK vergadering met o.a. de agendapunten: Omzetting Waterwet, naar aanleiding van de nieuwe normering, naar de Omgevingswet, de compensatieplicht bij buitenwaartse dijkversterkingen, het beoordelingsproces primaire waterkeringen en de HWBP redeneerlijn programma 2019-2024.
Na de vergadering is de CWK de dijkversterkingen op Ameland gaan bekijken. Ik vond het leuk dat we een suatiesluis in werking konden zien. Water bij eb uit de polder laten is een eeuwenoude methode om duurzaam water te lozen naar het buitenwater.
Afsluitend een fietstocht over het eiland.
