De afgelopen 18 jaar heb ik veel geschreven over de (voorgenomen) verzilting van het Volkerak/Zoommeer. Voor de liefhebber kijk het dossier maar eens door (www.onswater.com). Wat politici zeker eens zouden moeten lezen, is mijn afscheidsrede in de Staten van Brabant over dit onderwerp d.d. 23 juni 2003 over de toen geagendeerde Integrale Visie Deltawateren. Veel van wat ik toen zei, is reeds uitgekomen. De toenemende droogteperiodes, de zoetwatertekorten, de toenemende verzilting, het lijkt allemaal nieuw maar is het niet. Het is voorspeld en het zal verder toenemen. Het is tijd voor een gedegen heroverweging van het totale waterbeleid in onze delta.
Zoete Zeeuwse meren vormden de gouden belofte van de Deltawerken voor de zoetwatervoorziening van Zeeland en West-Brabant. De plannen werden aangepast toen werd besloten de stormvloedkering in de Oosterschelde aan te leggen. Door de slechte waterkwaliteit van de Rijn werd de verzoeting van het Grevelingenmeer uitgesteld en uiteindelijk afgeblazen. Zo werden de Zeeuwse wateren – die altijd de doorvoer van zoet rivierwater kenden – zouter dan ooit.
De Grevelingen kan nog altijd verzoet worden. Door de voortschrijdende verzilting en de steeds drogere zomers wordt de beschikbaarheid van zoet water in Zeeland als maar kleiner. Het kan anders! Het Grevelingenmeer is in te richten als zoetwaterbuffer. Nu is het de tijd voor een heroverweging van de totale herinrichting van de Delta.
Een andere inrichting van het gebied, te beginnen met herstel van de afvoer van rivierwater door Volkerak/Zoommeer/Grevelingensysteem, kan de kwaliteitsproblemen (blauwalgen, zuurstofloosheid in de diepere delen) grotendeels oplossen. De verbinding maken door de Grevelingendam is in strijd met de Natura 2000-status van het Grevelingenmeer. Gezien de zeer slechte kwaliteit van het Grevelingenmeer is deze Natura 2000-status feitelijk zonder betekenis. Het Grevelingenmeer is geen natuur van een ‘buitengewoon Europees belang’. De aan de status verbonden instandhoudingsdoelen zijn volstrekt onhaalbaar! Tijd dus voor een aanpassing.
Dus terug naar natuurlijke processen en naar maatregelen voor klimaatbestendigheid en naar het benutten van kansen om te komen tot zoet/zoutovergangen en een meer estuariën milieu.
De geleidelijke verzoeting van het Grevelingenmeer is van groot belang in de strijd tegen de verzilting waarbij het meer zich kan ontwikkelen naar het oorspronkelijke doel van de Deltawerken: een zoet milieu. De landbouw op Schouwen-Duiveland en Goeree-Overflakkee kan daarvan profijt hebben. Nu de voorgenomen verzilting van het Volkerak-Zoommeer op een route ligt naar afstel wordt het tijd verzoeting van het Grevelingenmeer te overwegen. Zeker nu er ook steeds meer geluiden komen om ook de toekomst van de Oosterschelde te gaan bekijken in het licht van de mogelijke gevolgen van de zeespiegelstijging en de daardoor noodzakelijke aanpassing van de stormvloedkering. Misschien wordt dat tussen nu en 50 tot 75 jaar wel een vaste dam.
In het licht van de waterveiligheid, riviernoodberging, waterkwaliteit, verzilting en de zoetwatervoorziening is het nu de tijd om met andere ogen naar onze delta te gaan kijken.
