Geacht Bestuur,
Recent zijn een aantal stukken verschenen die van belang zijn voor het waterbeleid.
Een aantal van die stukken leiden voor ondergetekende tot een aantal vragen/bemerkingen, te weten:
- Karakterisering Stroomgebied Schelde
- Aspectenstudie water en bodem Bergse Haven
Ad A Karakterisering Stroomgebied Schelde
Dit stuk leidt tot een groot aantal vragen/bemerkingen. Voor de overzichtelijkheid zal ondergetekende daar paginagewijs doorheen gaan.
Wat op kaart 6 (beschermde gebieden zwemwater) opvalt is het ontbreken van de Binnenschelde.
Vragen:
- Is het ontbreken van de Binnenschelde op de lijst van zwemwaterbeschermde gebieden juist?
Pagina 23 – paragraaf 3.2.4 Indeling van beschermde gebieden
“In het stroomgebied Schelde zijn geen afzonderlijke beschermde gebieden aangewezen op grond van de Nitraatrichtlijn of de Richtlijn over Wateronttrekking voor menselijke consumptie”.
Vragen:
- Is dit juist gezien de onttrekkingen van drinkwater op het Bergse dekzandsysteem?
- Op kaart 9 staat de vermoedelijke Nedalco-onttrekking aangegeven als voor menselijke consumptie. Op kaart 22 als een industriële winning!
Pagina 41 – paragraaf 5.1.1 Lozingen van puntbronnen
“De lozingen van industrieën en RWZI’s belasten de oppervlaktewateren ook met stoffen waarover nog niet veel gegevens beschikbaar zijn, zoals gebromeerde vlamvertragers, weekmakers en andere hormoonverstorende stoffen”
Vraag:
- Wordt er door de waterschappen in het stroomgebied De Schelde op korte termijn begonnen met de inventarisatie van dit soort stoffen? Zeker als het op onze eigen lozingen vanuit de RWZI’s
Pagina 43 – paragraaf 5.1.2 Lozingen van diffuse bronnen
“De rijkswateren ontvangen via poldergemalen verontreinigingen uit de regionale wateren (doorbelasting). De poldergemalen vormen vooral een bron van nutriënten”
Gezien de algenproblematiek van het Volkerak/Eendracht/Zoommeer-systeem zou een onderzoek naar de milieu minstbelastende locaties van uitslaande poldergemalen een goede zaak kunnen zijn. Dan zouden in de toekomst bij heroverwegingen inzake bemalingen niet alleen op kwantitatieve gronden in dit kader de beslissingen genomen kunnen worden.
In dit kader een citaat uit het boek “Van Rumoirt tot Razernij”, de geschiedenis van het Waterschap Tholen 1959 – 1995 (pagina 100):
Lopende deze ontwikkelingen bleek een alternatief plan van Rijkswaterstaat (1994) ook een reële mogelijkheid te worden; een nieuw gemaal in de Schakeloopolder in plaats van De Eendracht. Het polderwater zou dan niet meer op het Zoommeer maar op de Oosterschelde geloost worden, zodat men een verlaging van de fosfaatuitstoot op het zoete Zoommeer bereikte waardoor de algengroei geremd zou worden. Op het zoute Oosterscheldewater kon het fosfaatrijke polderwater de voedselsituatie juist positief beïnvloeden.
Het was een mooi plan, maar omdat Rijkswaterstaat op korte termijn geen garanties kon bieden over de financiële haalbaarheid ging het niet door. Een voorbeeld van tweezijdige kortzichtigheid met alleen oog voor het eigen (beperkte) belang!
“In de rijkswateren veroorzaken beroep- en recreatievaart diffuse verontreinigingen met zware metalen, PAK’s en aangroeiwerende middelen zoals TBT en koper”
“Het principe ‘de vervuiler betaalt’ heeft een centrale plaats in de kaderrichtlijn” (pagina 65)
Vragen:
- Hoe vindt de terugwinning van de kosten plaats van de door de scheepvaart veroorzaakte vervuiling?
- De KRW gaat uit van minimaal het stand-still principe! Kan de mogelijk diffuse verontreiniging van de recreatievaart een beperking opleveren voor bijvoorbeeld de recreatieve ontwikkelingen rond de Bergse Haven?
Pagina 45 – paragraaf 5.1.2
‘In de regionale wateren speelt voorbelasting vooral een rol in o.a. de Zoom’
“Deze waterlichamen ontvangen water uit Vlaanderen dat onder meer belast is met stikstof en fosfor”
In dit kader verwijst ondergetekende ook naar kaart 20 AB, waaruit blijkt dat bij de Zoom de belasting met PCB’s de norm (vanuit Vlaanderen) meer dan 5 x overschreden wordt.
Vraag:
- De Zoom heeft grote ecologische waarden, maar is ook ernstig vervuild. Zijn status (sterk veranderd) leidt tot scherpere eisen. De inzet van het water van de Zoom kan bij verdere planontwikkelingen rond de Bergse Haven van belang zijn. In hoeverre wordt er gewerkt aan de concrete aanpak van de waterkwaliteit van de Zoom en in hoeverre worden de Vlaamse waterbeheerders daarop aangesproken en desnoods via juridische procedures gedwongen tot een terugbrenging van de belasting met nitraten, fosfaten en PCB’s?
Pagina 65 – paragraaf 6.2 Terugwinning van kosten voor waterdiensten
“De prijs voor de waterdiensten moet bovendien voldoende prikkels geven om de watervoorraden efficiënt te benutten”
Vraag:
- Als enerzijds de terugwinning van de kosten voor waterdiensten dient plaats te vinden en bovendien er een prijsrpikkel dient te zijn om de watervoorraden efficiënt te benutten, wat betekent dit dan voor het terugwinpercentage (100 % + bovendien)?
“Nederland onderscheidt vijf waterdiensten, conform de definitie in de Kaderrichtlijn Water:
– productie en levering van water
– inzameling en afvoer van hemelwater en afvalwater
– zuivering van afvalwater
– grondwaterbeheer
– regionaal watersysteembeheer”
Vraag:
- Hoe zit het met het bevaarbaar houden van de vaarwegen en de door de scheepvaart veroorzaakte verontreiniging? Is dat geen waterdienst, waarop terugwinning van de kosten heeft plaats te vinden?
Pagina 81 – paragraaf 7.1 Uitgangspunten voor de risicoanalyse
“Voor een realistische inschatting is aangenomen dat de belasting vanuit het buitenland niet merkbaar zal verminderen in de periode tot 2015”
Vraag:
- Dit heb ik met verbazing gelezen. Is het realistisch te veronderstellen dat het buitenland (lees: België en voor de Schelde ook Frankrijk) niets doen! Zijn wij Nederlanders dan gek of het zoetste jongetje van de klas? Wat veronderstelt onze landsregering in deze en wat doet zij er aan om het buitenland tot opvolging van de KRW te bewegen c.q. te dwingen?
Pagina 85 – paragraaf 7.2.1 Chemische toestand
“Hoge gehalten aan PAK’s worden veroorzaakt door scheepvaart”
“Het verboden antifouling middel TBT afkomstig uit de scheepvaart, overschrijdt nog steeds de norm in de Westerschelde, het Veerse Meer, de Oosterschelde en de Kanalen”
“In de meeste waterlichamen zijn scheepvaart en atmosferische depositie (met als achterliggende bron vooral de industrie) de belangrijkste bronnen van koper (pagina 91 – paragraaf 7.2.2)
Redenen te over om de scheepvaart zowel financieel als met voorschriften, normen en handhaving aan te spreken op wat zij aan vervuilen veroorzaken.
Pagina 87 – paragraaf 7.2.1. Chemische toestand
“Uit de analyse blijkt dat ook in 2015 alle oppervlaktelichamen ‘at risk’ zijn, ondanks de lichte verbeteringen die zullen optreden door de uitvoering van het huidige beleid”
“Door meer auto’s op meer wegen zullen de emissies van PAK’s, lood en nikkel toenemen”
Vraag:
- Zou het kunnen dat, net als bij de Europese luchteisen, de KRW leidt tot belemmeringen bij de realisering van plannen zoals bijvoorbeeld de Bergse Haven?
Pagina 90 Huidige toestand oppervlaktewateren Scheldestroomgebied, ecologische toestand
Ook in deze tabel zijn een fors aantal stoffen niet meegenomen bij het Zoommeer/Eendracht-systeem.
Ondergetekende verzoekt Uw DB bij de bevoegde autoriteiten/beheerders aan te dringen op een spoedige aanvulling van dit soort tabellen!
Pagina 91 – paragraaf 7.2.2 Ecologische toestand
“De PCB’s zijn afkomstig uit afvalverbranding en komen via atmosferische depositie in de waterbodem”
Vraag:
- Hoe worden deze vervuilers aangesproken en de kosten verhaald?
Pagina 93 – paragraaf 7.2.2. Ecologische toestand
“In Zeeland veroorzaakt bovendien zoute kwel een voortdurende aanvoer van meststoffen vanuit het grondwater naar het polderwater. Het zoute water brengt in de bodem een chemische reactie teweeg waarbij meststoffen vrijkomen. Via de kwelstroom komen die vervolgens in het oppervlaktewater terecht”
Het voorgaande citaat laat zien wat er kan gebeuren als bijvoorbeeld het Zoommeer/
Eendracht/Volkerak-systeem zou verzilten. De zoute kwel die dan zou kunnen ontstaan in de kleipolders kan dan daar kwaliteitsproblemen doen ontstaan!
Kaart 9
Op kaart 9 is de Binnenschelde ingekleurd als overig natuurgebied.
Vraag:
- Is dit de juiste status van de Binnenschelde?
Kaart 16AB
Wat opvalt op deze kaart is dat de fosforconcentratie in de Binnenschelde minder slecht is dan in de Oosterschelde of het Zoommeer/Eendracht-systeem!

Bij de eerste vraag wordt gesproken over “een zoute situatie”.
Vraag:
- Wat is de definitie van “een zoute situatie” in meer dan …. Cl mg/l ?
Pagina 4
Op het kaartje staan de locaties van 5 peilbuizen. In tabel 2.3 worden slechts de analyseresultaten vermeld van de peilbuizen 1, 2 en 3.
Vraag:
- Wat zijn de analyseresultaten van de peilbuizen 4 en 5 gelokaliseerd op/nabij het Nedalcoterrein?

“In de waterbodem is fosfaat beschikbaar, waarmee het water belast wordt. In zoete wateren wordt fosfaat in het algemeen gebonden aan ijzer. In de waterbodem van de Binnenschelde gaan zwavel en ijzer verbindingen aan, waardoor fosfaat niet of in beperkte mate gebonden wordt aan het ijzer.
De aanwezigheid van de relatief grote hoeveelheid zwavel wordt verklaard door het feit dat de Binnenschelde een vroegere zeebodem is, waarin meer zwavel aanwezig is dan bij de waterbodem van zoet water. Door de ongunstige verhouding van ijzer, zwavel en fosfaat, houdt de waterbodem fosfaat slechts vast en kan er veel afgifte aan de waterfase plaatsvinden (via chemische en/of biologische routes)”
In dit citaat zit de oplossing van het enige probleem van de Binnenschelde. Zoete oplossingsrichtingen zijn o.a.
– afgraven zwavelhoudende bodemlaag
– afdekken zwavelhoudende bodemlaag
– zwavel/ijzer-concentratie bodem in balans brengen met de fosforconcentratie in het water door ijzer aan de bodem toe te voegen.
Zoete oplossingen zijn denkbaar, zowel voor de Binnenschelde als het Zoommeer/Volkerak-systeem!

Onder dit kopje worden woorden als “zal” en “zullen” te vaak en onjuist gebruikt. Het is geen zekerheid dat die visie wordt uitgevoerd! Besluitvorming is zelfs nog niet aan de orde!

“de Binnenschelde wordt in verbinding gebracht met het Zoommeer”.
Ook dit citaat is buitengewoon onzeker qua uitvoering.

“Deze of andere maatregelen zijn ongeacht de ontwikkeling van de Bergse Haven gewenst”.
Vraag:
- Bedoeld zal toch zijn op zijn minst één der maatregelen? Allebei heeft geen zin

“”De scheepvaart zal het watersysteem belasten met stikstof en fosfaat”
Vraag:
- Gezien het stand-still-principe van de KRW en het feit dat bij de KRW sprake is van een prestatieverplichting, is het dan denkbaar dat de verdere belasting van het watersysteem met stikstof en fosfaat door de scheepvaart een belemmering wordt voor de realisering van de Bergse Haven?

Variant III spreekt ondergetekende zeer aan!
Gezien het grote verschil tussen 11 Ha (toen) en 1 Ha (nu) als benodigde oppervlakte van het helofytenfilter komt een nadere toelichting op dit punt ondergetekende als gewenst voor.

“….. er moet een voldoende harde ondergrond zijn”.
In principe is deze te creëren door bijvoorbeeld deels de bodem te bedekken met puin of steenslag!
