Geacht Dagelijks Bestuur,
Vanuit een andere functie heb ik de beschikking gekregen over het stuk “Overwegingen bij het Stroomgebiedbeheersplan Schelde” van het projectbureau kaderrichtlijn water van februari 2008.
De eerste vraag die bij lezing opkomt is: wat is de status van het stuk?
Wat ook opvalt is de vele zaken die gepresenteerd worden als vaststaande feiten, zoals wat er in het stroomgebied gaat gebeuren en de fasering van één en ander.
Vaak staan in het stuk zinnetjes of aanheffingen als:
– “de bestuurders uit het stroomgebied van de Schelde vinden”
– “de bestuurders in het stroomgebied van de Schelde willen”
– “kiezen de bestuurders”
– “de bestuurders kiezen”
– “de bestuurders nemen als uitgangspunt”
Het gaat over water en het gaat over maatregelen die geld kosten en het gaat er over wanneer zaken worden uit gevoerd. Het lijkt of ‘deze bestuurders’ budgetrecht hadden of hebben. Maar wie zijn zij? Omdat het over water gaat en taken die o.a. de waterschappen uitvoeren, komt het ondergetekende voor dat het over de waterschapsbestuurders zou moeten gaan. Maar die hebben over veel van de zaken in het stuk genoemd nog helemaal geen besluit genomen. Of ondergetekende zou wat gemist moeten hebben. Naar aanleiding van de inleiding maakt ondergetekende op dat ‘de bestuurders’ die deel uitmaken van het Regionaal Bestuurlijk Overleg Schelde in het stuk aangeduid worden als “de bestuurders”! Maar dat is zeer bevreemdend, want deze hebben voor zover dit lid van het Algemeen Bestuur van het waterschap Brabantse Delta weet helemaal geen budgetrecht. Noch het recht om allerlei verplichtingen aan te gaan, zoals wanneer welke maatregelen in het kader van de kaderrichtlijn water in het werkgebied van bijvoorbeeld het waterschap Brabantse Delta worden uitgevoerd.
Wat ondergetekende nog het meest bevreemd is dat dit stuk, uit februari 2008, niet ter kennisneming c.q. vaststelling is aangeboden aan het Algemeen Bestuur van het waterschap Brabantse Delta. Het gaat immers mede over een deel van het territoir van ons waterschap.
Waarom is dit stuk niet aangeboden aan het Algemeen Bestuur? Op welke wijze en wanneer is het Dagelijks Bestuur en of de vertegenwoordiger van het waterschap Brabantse Delta namens ons waterschap gemachtigd of gemandateerd verplichtingen aan te gaan met financiële consequenties?
Het stuk bevat interessante informatie zoals: “Vanaf 2010 zijn de hoogste kosten verbonden aan het plan voor een zout Volkerak-Zoommeer: 170 miljoen euro. Daarvan is 50 miljoen euro nodig voor een alternatieve zoetwatervoorziening.” Graag ontvangt dit AB lid de kostencalculatie waarop deze ‘inschatting’ van 50 miljoen euro is gebaseerd.
“De bestuurders in het stroomgebied hebben hun visie op de Deltawateren beschreven in “De kracht van de Delta””. Is dit stuk voor de AB leden beschikbaar?
Op pagina 51 en 52 worden de regionale wateren in West-Brabant belicht in het kader van een maatregelenpakket inclusief fasering. Wie heeft deze maatregelen en fasering bepaald. “Uitvoering vindt plaats in de periode 2010-2027” en wie heeft klaarblijkelijk de financiering hiervoor vastgesteld? Die wil ik graag een bedankje sturen. Want het is zeer onbaatzuchtig de kosten op zich te nemen. Want in de goede waterschapstraditie geldt immers: ‘wie bepaalt, betaalt’. Het AB van de Brabantse Delta kan het niet zijn, deze heeft immers voor de uitvoering van deze ‘vastgestelde’ werkzaamheden tot op heden, naar ik weet, nog geen kredieten vastgesteld.Terwijl ons AB besloten heeft niet over het graf te regeren, lijkt het er op dat de vertegenwoordiger in het Regionaal Bestuurlijk Overleg Schelde dit wel heeft gedaan.
In Tabel 7 (pagina 68) is aangegeven dat de 50 miljoen euro voor de zoetwatervoorziening komt uit de “impuls in het kader van de watervisie”. Hoe hard is dit en waar is dit vastgelegd?
Bij de kostenverdeling voor de monitoring (pagina 83) valt op dat ons waterschap verhoudingsgewijs veel bijdraagt in de kosten (40.000 euro tegen 10.000 euro waterschap Zeeuwse Eilanden en slechts 6.000 euro waterschap Zeeuws-Vlaanderen) wat is daarvan de reden?
Ondergetekende verzoekt spoedige beantwoording en agendering van het stuk “overwegingen bij het Stroomgebiedbeheersplan Schelde” voor de eerstkomende vergadering van het AB.
Is een dergelijk stuk ook al beschikbaar van het Maasstroomgebied?
Zo ja, dan verwacht ik dat spoedig te ontvangen. Lijkt mij ideale zomerlectuur.
