Afgelopen week voor het eerst in jaren weer een echte vergadering van de commissie Veiligheid van het waterschap Brabantse Delta. Met gelijk een aantal grote dijkverbeteringsprojecten. De aanpak van onze zwakste schakel, de Standhazensedijk (ten westen van de Dongemond), het traject Moerdijk – Drimmelen en Willemstad-Noordschans.
Dijkverbeteringen en aanleg hebben al vele jaren mijn grote belangstellingen. Het gaat immers over iets wat voor het laaggelegen deltaland Nederland van immense betekenis is. Onze veiligheid tegen de oerkrachten van het water. In de ontwerp Deltawet stuknummer 4167 die in november 1955 naar de Tweede Kamer werd gestuurd. Kwamen deze trajecten ook voor. Samen met enkele andere verbeteringstrajecten in het werkgebied van wat nu het waterschap Brabantse Delta is. Zoals Noordschans-Willemstad (toen was de naam omgekeerd), Dongemond-Drimmelen (waar de Standhazensedijk deel van uit maakt) en de trajecten; Vegetaspolder (ten oosten van Geertruidenberg), Willemstad – Fort Sabina en Fort Sabina – Dintelsas. Bijna 70 jaar na dato is het best interessant te bekijken wat er toen gerealiseerd is en wat moet er nu waarom gebeuren. Mijn bijzonder aandacht gaat dan altijd uit naar de vraag; wat is nu het probleem dat aangepakt moet worden en hoe is dat ontstaan?
Kijkende naar het mogelijke faalmechanisme piping, wat een probleem is bij de Standhazensedijk, dan is een mogelijke (deel) oorzaak de gegraven plassen aan de voet van de dijk (zie foto).
Maar mogelijk zijn er meer oorzaken zoals de ondergrond. Mijn ervaring is dat bestudering van wat onze voorgangers deden vaak aanwijzingen geeft voor mogelijke oplossingen nu. Veel technici weten veel van wat de computers hen aanbieden en soms slechts beperkt van wat in de papieren archieven te vinden is. Ze vertrouwen veel op modellen als kennisbron voor de opbouw van kennis. Ook de ‘kennisinstituten’ werken veel met modelberekeningen en nog slechts zelden met feitelijk onderzoek. Soms ook omdat veldonderzoek naar bijvoorbeeld de kwaliteit van de grasbekleding van dijken decennia kan duren. Men heeft haast en geloven dat modellen die kennis ook kunnen bieden. Als oud-onderzoeker heb ik vaker dan zij, mijn twijfels en hecht ik aan het doorneuzen van archieven.
Tijdens de commissie heb ik bepleit goed te kijken naar de grasbekleding en de mogelijkheden die grasmengsels bieden om middels een betere beworteling te komen tot een grasbekleding die beter bestand is tegen overspoeling en langdurige golfslagbelasting. Daarbij bloemrijke/kruidenrijke soorten mengsels te betrekken om deze grasbekleding meer insect- en vogelvriendelijk te maken. Hoe vinden we het optimum; veilig en flora en fauna vriendelijk?
Ik heb ook gevraagd om vast na te denken over hoe met kunst en informatie over wat we gaan doen of straks gedaan hebben om te gaan, zoals bij het verstrekken van de informatie over al het moois wat staat te gebeuren. Waarbij ik verwezen heb naar het kunstwerk De Wachter wat herinnerd aan de vorige ronde van dijkverbeteringen (zie foto).
Net als de meeste mensen heb ik soms de neiging de geesten wakker te maken met een woord dat mensen doet afvragen: waar heeft hij het nu weer over? Dit keer was het ‘suatiesluis’! Voor de echte liefhebbers een suatiesluis in werking op Ameland.
