OVER WATER – 145: “DRAWDOWN” EN DROOGTE
Het is weer zomer. Voor mij betekent dat afkicken van Buitenhof en weer even wennen aan “het filosofisch kwintet“. Dat ging een paar weken terug over ‘overbevolking’ en allerlei daaraan verbonden aspecten zoals: solidariteit, voedsel en welvaartverdeling, ecologische voetafdruk enz.
In het gesprek kwam ook het boek Drawdown voorbij. Een boek dat mij na lezing zeer aanspreekt. Ik schreef daar eerder een stukje over in het kader van vroegere waarschuwingen voor door de mens veroorzaakte klimaatveranderingen. Het boek geeft circa 100 oplossingsrichtingen over hoe de opwarming van de aarde te vertragen en zelfs terug te dringen. Van energie-alternatieven: wind-, zon-, geo-, hydro-, golf-, getijde-, bio- en nucleaire energie. Ze worden stuk voor stuk (en allerlei varianten inclusief opslagsystemen) uitgewerkt.
Ook de hoofdstukken over voedsel (teelt en bereiding) zijn uitgebreid. Hoe te komen tot een plantrijk dieet? Hoe te komen tot een permacultuur? Onder andere gericht op bodemherstel zodat de bodem duurzaam in staat is voedsel te produceren en de bodembiotoop hersteld wordt. Hoe de voedselafvalberg te verminderen? Hoe de voedselbereiding te verbeteren en de CO2 uitstoot daarvan te verminderen? Hoe de ideeën van Ernst Gotsch inzake de combinatie van landbouw en bosbouw vorm gegeven kan worden en hoe door de vermenging van bomen en gewassen het koolstofgehalte van de bodem en de productiviteit van het land verbeterd kan worden. Hoe de rijstbouw geïntensiveerd en verbeterd kan worden. Hoe bosbouw en begrazing (silvopasture) gecombineerd kan worden met een bijzondere kwaliteit vlees als gevolg. Hoe met een beter nutriëntenbeheer de C02 uitstoot beperkt kan worden en de kwaliteit van de bodem verbeterd.
Voor de leden van het algemeen bestuur van het waterschap Brabantse Delta was er een bijeenkomst over de droogte. In al die jaren van mijn bestuurlijke betrokkenheid bij waterschappen was dit de eerste keer dat het nodig was om er bestuurlijk op deze wijze over te praten. De droogte van nu is uitzonderlijk en ondanks dat we boffen dat de winter nat is geweest en de Maasafvoer door nalevering van water vanuit de bodem in het bovenstroomse gebied van de Maas nog redelijk op peil is gebleven, nemen de zorgen voor de landbouw toe. Deze zomer gaat steeds meer lijken op “De hondsdagen van 1976“. Tevens wordt duidelijk dat het verzilten van het Volkerak-Zoommeer systeem het domste is wat denkbaar is. Nu kan dit zoete water nog gebruikt worden door de landbouw in grote delen van West-Brabant, Zeeland en Zuid-Holland. 
Wel dient dan de sluipende verzilting snel gestopt te worden door doorspoelen en door het reeds decennia uitgestelde onderhoud aan de sluizen omgaand ter hand te nemen, zodat deze rijke bron van zoete welvaart behouden blijft. De droogte laat ook zien dat het gat, dat Nieuwe Waterweg heet en circa 800 kubieke meter zoet water per seconde verspilt, gedicht moet worden. De honger naar zoet water moet gestild worden door nu eindelijk te gaan werken aan sluizen in de Nieuwe Waterweg die bij een oplopend tekort aan zoet water gedicht kunnen worden.

Altijd lees ik je stukjes en het blijft boeien en ik merk dat het op gemeente niveau lastig wordt om de klimaatverandering aan te pakken.
De waterschappen zouden dit meer en meer moeten overnemen om versplintering en tijdsverlies te voorkomen.
1. Het buitengebied samen met landbouwsector en natuurstichtingen herinrichten met wateropvang en verbetering van water-, bodemecosystemen. Hoger waterpeil zal ook nodig zijn voor buffering
2. Binnen de bebouwde kom van gemeenten meer stadsgroen, waterbuffering van regenwater bij huizen en gebouwen om zo het riool te ontlasten bij hoosbuien en water te gebruiken bij langdurige droogte. Maar ook meer stromend water door buitengebieden en bebouwde gebieden middels watermolens
Ook bij punt 2 zullen de waterschappen sturing moeten gaan geven want de politiek op gemeenteniveau stelt nog steeds de verkeerde prioriteiten.
Verder zijn er vele andere zaken waar aandacht voor moet komen zoals de problematiek van zonnecellen en groene daken op bedrijfsgebouwen. De meeste gebouwen zijn helaas niet geschikt.

Binnen de waterschappen loopt hierover een soortgelijke discussie. Maar het is heel lastig om de geachte collega’s ervan te doordringen dat het voor een goed waterbeheer noodzakelijk is om taken van gemeenten over te nemen. Dat kost geld en dan is altijd de vraag: wie zal dat betalen.
