OVER WATER 177: HEROVERWEGEN
Maandagavond (1 april) was de eerste ‘inhoudelijke’ ronde, die zou moeten leiden tot een bestuursakkoord. Ik werd er niet blij van. Als je in bestuurlijk Nederland al lang meedraait, zie je tendensen die anderen niet zien. Simpelweg omdat ze die ervaringen niet hebben en dus vaak niet weten hoe de geschiedenis tot stand is gekomen. Ook zie je parallellen die anderen niet zien. Als voorbeeld de systematische uitholling van de Kamers van Koophandel, die uiteindelijk leidde tot de opheffing van de zelfstandige Regionale Kamers van Koophandel en de instelling in november 2014 van een Centrale Kamer van Koophandel als zelfstandig bestuursorgaan, waarvan het bestuur benoemd word door de minister van Economische Zaken. Toen ik in 1993 toetrad tot het bestuur van de Kamer van Koophandel West-Brabant was dat een KvK die, samen met werkgevers- en werknemersorganisaties en gemeenten, economische beleid en projecten ontwikkelde voor de regio. Ik maakte enige tijd deel uit van het Dagelijks Bestuur en was plv-voorzitter en lid van de commissie toerisme en recreatie. Die commissie onderzocht en stimuleerde de toeristische/recreatieve sector van West-Brabant. Van de commissie waren tal van recreatieondernemers lid. Het was een tijd waarin samenwerkingsverbanden en projecten tot stand kwamen waarin de KvK een rol vervulde als smeerolie. En toen kwam de focus op kerntaken en de tarieven! Economische beleid en ontwikkeling waren geen kerntaak en de tarieven moesten omlaag. Hoewel het om zeer bescheiden bedragen ging werd alles gefocust op verlaging van de jaarlijkse bijdrage. Gevolg: de KvK werd uiteindelijk alleen nog maar een administrateur. De regionale economische rol werd geleidelijk uitgekleed en afgebouwd. De economische deskundigheid en de daarop gebaseerde smeerolierol verdween en daarmee de reden van bestaan. Feitelijk werden de KvK’s in 2014 genationaliseerd en ondergebracht bij het ministerie van Economische Zaken als ‘zelfstandig’ bestuursorgaan waarvan het bestuur benoemd wordt door de Minister.
Waarom dit verhaal over de geschiedenis van KvK’s? Ik zie een parallel. De KvK’s hielden, net als de waterschappen, hun eigen broek op met een eigen heffingssysteem dat voor de volle honderd procent de kosten dekten. En geen politici aan het roer, maar belanghebbenden uit het bedrijfsleven (werkgevers en werknemers) uit de eigen regio. Dat paste niet in het partijkartel. Waterschappen houden ook al honderden jaren hun eigen broek op en hadden tot 2008 ook geen politici aan het roer, maar belanghebbenden die op eigen titel en deskundigheid waren gekozen. Sommige politici en partijen wensten de opheffing van de waterschappen. In November 2011 sprak zelfs een meerderheid van de Tweede Kamer zich daarvoor uit. De provincies konden het waterbeheer er wel bij doen. Een andere optie was omvorming van de waterschappen tot gedecentraliseerde rijksdiensten die rechtstreeks onder Rijkswaterstaat zouden vallen. Feitelijk de KvK variant. Met de politisering van de waterschappen werd in 2008 de eerste nagel in de toekomstige doodskist geslagen. Met de komst van politici begon de afbraak van de deskundigheid in de waterschapsbesturen en nu begin ik de alternatieven in de route naar de begraafplaats te zien. Focus op ‘kerntaken’ en geld. De inhoud wordt steeds meer ondergeschikt aan het geld.
Soms is er alle reden om te bezien wat de motivatie was om bij de staatsinrichting van Nederland als één van de weinige landen in de wereld zo iets in stand te houden als de waterschappen. Ze deden goed werk en hadden de bestuurlijke deskundigheid. Zelfs keizer Napoleon dacht er zo over toe hij het in 1798 opgerichte Bureau van de Waterstaat na de inlijving van het Koninkrijk Holland bij het Franse Keizerrijk (met uitzondering van Noord-Brabant) als 16e inspectie toegevoegde aan de Franse waterstaatsorganisatie. De waterschappen bleven! Later kwam daarbij het argument dat besluiten over zo iets fundamenteels als waterveiligheid en de kosten daarvan niet afgewogen zouden moeten worden ten opzichte andere overheidstaken. Met de komst van steeds meer politici neem ik het zelfde waar als wat gebeurde bij de KvK. Steeds meer discussies over geld en steeds minder over de inhoud. Een inhoud die bij waterschappen bij uitstek gaat over de lange termijn. Voor politici is het per definitie moeilijk om hun huidige kiezers te belasten met hogere tarieven voor zaken die vooral ten nutte komen van de kiezers van hun opvolgers. Dit geld in het bijzonder voor politici van een partij waarvan de achterban al hard op weg is de zes planken bestemming te bereiken. Maar ook bij politici van een zogenaamde bestuurlijke partij zie ik weinig realistische benadering van geen of weinig tariefverhogingen, terwijl de absolute noodzaak van bepaalde zaken zich onder hun neus opdringt. Klimaatadaptatie, dijkversterkingen, de aanpak van medicijnresten, de dreiging van boetes vanuit Brussel inzake de KRW , enz. De KRW-doelstellingen, die de Nederlandse regering en de voltallige Nederlandse delegatie in het toenmalige Europese parlement in 2001 aanvaardden, hadden in 2015 gerealiseerd moeten zijn. Er is uitstel verkregen uiterlijk tot 2027. Het zijn politici van dezelfde partijen die verplichtingen aangingen die nu, vanwege de kosten, op de rem trappen. Denken ze werkelijk dat de Zuid-Europese politici, die wij zo graag kapittelen, de kans laten liggen om ons boetes op te leggen. Een land met een overschot op de betalingsbalans van ruim 83 miljard en een begrotingsoverschot van 11 miljard vindt het te duur om aan de zelfopgelegde regels te gaan voldoen? Ze zullen lachend ons de kiezen uittrekken en wat graag die betweters uit Nederland forse boetes opleggen. Dan zijn we jaren ‘zuinig’ geweest en mogen de kiezers van na 2027 alsnog de kosten maken en de boetes van mogelijk tientallen miljoenen per waterschap betalen. 26 jaar de tijd om iets te bereiken en het nog niet voor elkaar krijgen. Dit is pas een ondermijning van je bestaansrecht. In Over Water 51 (2016) werd de onhaalbaarheid van de KRW-doelstellingen al aangetipt. Reken erop dat Zuid-Europese (water)ambtenaren met grote belangstelling lezen wat wij wel of niet doen en schrijven, en welke excuses (geld) we maken. Zelfs mijn brief uit 2005 werd een keer geciteerd met de conclusie: jullie wilden dit zelf, jullie dachten het te kunnen voor 2015, wat zeur je nu als bestuurder in een rijk land met ‘water expertise’?.
Over de aanpak van medicijnresten publiceerde Ons Water met regelmaat in 2015, in 2016 en in 2018. Er valt geen ontsnappen aan. Een ja, dat gaat meer geld kosten. Of veronachtzamen we de regelgeving en de volksgezondheid? Eens de reden om riolen aan te leggen en het rioolwater te gaan zuiveren.
Normaliter vind ik dat winners bij verkiezingen beloond moeten worden. Maar als een winnaar feitelijk steeds meer stappen zet richting het graf van een systeem dat goed is, moeten Ons Water en ik andere alternatieven overwegen. Ik heb het proces van de ondergang van de KvK’s meegemaakt. Toen herkende ik niet wat er gebeurde en wat de agenda was van de politici en wetgevers. Nu herken ik het wel. De politisering (2008), de focus op kerntaken, de focus op de tarieven, de focus op hoofdlijnen (want de kennis en interesse voor meer ontbreekt), de introductie van stemwijzers en de veralgemenisering van de stellingen (liegende en dromende politici), de DESTABILISERENDE unie voorstellen (CAB), tot de provinciale regelgeving toe, die feitelijk artikel 40 lid 1 van de waterwet (het dagelijks bestuur bestaat uit de voorzitter en een door het algemeen bestuur te bepalen aantal andere leden) omzeilt en streeft naar beroepsbestuurders.
Toen ik op maandagavond in de eenzaamheid van mijn KA’tje naar huis reed dacht ik: werk ik hier aan mee of wordt het tijd voor andere bondgenoten? Het heroverwegen is begonnen. Want als het waterschap begraven wordt is dit land aan de ‘godenzonen’ van Den Haag overgeleverd en wie of wat ontvangt dan de hardste klappen?

Maar ik verkoop ook heel andere geluiden: Klimaatadaptatie moet er komen, wat het ook kost. Verder moeten boeren en bedrijven eens hun verantwoordelijkheden nemen en niet alleen aan persoonlijke winst denken. Onze grootouders wisten niet beter en wilde een betere wereld voor hun kinderen en kleinkinderen. De generatie van mijn ouders en van ons hebben het op milieugebied echt verkloot, we wisten dat het zo niet langer door kon gaan en hebben er toch niets aan gedaan. En omdat ik vind dat het beter moet en een ander het niet wil realiseren ben ik nog steeds bezig om de politieke partij aneia (Altijd Net Even Iets Anders) van de grond te krijgen. Er moet namelijk een belangrijke macht doorbroken worden en dat zal moeten door een aantal kleine nieuwe kritische partijen. En op dat punt steun ik je van harte.
